Lanzamiento del Encuentro BIESTRA: Un Hito Colaboración Inter-institucional en Chile
La I Bienal de Educación Superior y Mundo del Trabajo, realizada en Valparaíso los días 15 y 16 de marzo de 2011, convocó a representantes de 33 instituciones de educación superior (universitarias y no universitarias) que representaron en torno al 57% de los estudiantes matriculados del sistema. Por lo tanto, se constituyó como el foro inter-institucional de carácter colaborativo más grande de su tipo realizado en el país.
A la luz de esta fructífera experiencia, resulta fundamental agradecer el respaldo de la Universidad de Oldenburg a través de su programa “University Leadership” (UNILEAD) quien, en el marco del programa “Dialogue on Innovative Higher Education Strategies” (DIES) del Servicio de Intercambio Alemán (DAAD), asistió la definición del marco teórico y diseño del proyecto que gesta la bienal. En esta línea, OCIDES agradece profundamente a la Universidad Técnica Federico Santa María por asumir el desafío de impulsar el proyecto y liderar la organización del evento, así como también a la Universidad de Talca por su rol clave en dicho proceso.
Además se destaca el apoyo del Ministerio de Educación de Chile a través de su programa MECESUP2, la División de Educación Superior, la jefatura del Sistema de Información sobre Educación Superior (SIES) y del Ministerio del Trabajo y Previsión Social junto a su SEREMI V Región. La participación del Centro Interuniversitario de Desarrollo (CINDA), el Consejo de Rectores de IPs y CFTs, la Corporación de Universidades Privadas de Chile, la Global University Network for Innovation (GUNI) y el International Centre for Higher Education Research (INCHER-Kassel).
Se valora también la presencia de representantes del Centro de Políticas Comparadas de Educación (CPCE-UDP), del Consejo Nacional de Educación (CNED), hacedores de políticas públicas, investigadores, autoridades de los planteles participantes y sus profesionales vinculados a los servicios de apoyo a estudiantes y graduados. En definitiva, todos quienes han contribuido a que el espíritu de colaboración e intercambio de experiencias, impulsado por la bienal, se constituya como una nueva forma de interacción horizontal entre las instituciones y sus miembros.

1st BIENNIAL OF HIGHER EDUCATION AND THE WORLD OF WORK
Sharing Perspectives for a Successful Management
More than 130 participants and representatives from 33 Chilean higher education institutions participated in a collaborative space for innovation to address the complex relationship between higher education and work.
In the times of knowledge economy and society, the intended correspondence between the preparatory and the applied dimensions of the graduate’s experience locates the transition process from higher education to employment and professional career as a strategic stage adding pressure to higher education.
The institutions are extending their provision beyond the academic sphere configuring organizational responses by introducing support services. Currently for a wide range of national systems, this responses consist on to implementing strategic plans to value the transition process of students into the labor market while continuing to support their professional development.
In this context, the 1st Biennial of Higher Education and the World of Work: Sharing Perspectives for a Successful Management explored the role of higher education management on dealing with diverse views about “requirements” of students, graduates and employers regarding the work dimension, and the expected results of higher education, that usually acquires an overemphasis on objectives indicators as income and status.
International Support and Positive Signs
In the framework of the programme “Dialogue on Innovative Higher Education Strategies” (DIES) of the German Academic Exchange Service (DAAD), an OCIDES researcher created the project “Biennial of Higher Education and the World of Work”, under the guideline of the “University Leadership Management” programme at Oldenburg University.
The forum organized by the Universidad Técnica Federico Santa María in collaboration to the Universidad de Talca was held on March 15 and 16, 2011 in Valparaiso, Chile. The event gathered more than 130 representatives from 33 university and non university institutions, representing proximately 57% of the total student enrollment in the Chilean higher education system. As a consequence, the activity was consolidated as the largest of its kind, introducing a strong sign of inter-institutional collaboration within this market oriented and highly competitive national system.
During the two days programme, speakers and participants highlighted perspectives and challenges regarding the understanding of the relationship between higher education and work. Some of the main conclusions were oriented to asses the following themes:
- the key role of higher education towards the overcome of local and global crisis;
- the need for more and better opportunities for students to graduate from high quality programs;
- the importance to extend the data collection including objective as well as subjective factors to permit integrated analysis about career path;
- the reflection on what kind of education, ethics and values are the professionals receiving and what exchanges and nexus they are establishing with the society;
- the need to move on beyond centralized and uniformed politics, conservative academia and imitative behavior of higher education providers; and
- the importance of strategic middle management in order to strengthen the institutional mechanisms oriented to facilitate the transition process to work and professional career of graduates.
The key note speaker of the biennial was the world renowned expert on higher education, Ulrich Teichler, from the International Centre for Higher Education Research and Development (INCHER-Kassel). The other local and international presenters were: Cristina Escrigas, executive director of the Global University Network for Innovation (GUNI), Juan José Ugarte, chief of the Higher Education Division of the Chilean Ministry of Education, Rodrigo Rolando, chief of the Information System of Higher Education of the Chilean Ministry of Education; Lavinia Cevallos, Regional Secretary of the Chilean Work and Prevision Ministry; María José Lemaitre, executive director of the Centro Interuniversitario de Desarrollo (CINDA); and Jaime Alcalde, rector of the Instituto Profesional DuocUC and president of the Consejo de Rectores de Institutos Profesionales y Centros de Formación Técnica de Chile.
